Surge does not have a single answer to Eelektross set-up sweeping. You can spam coil on just about anyone, but I've found that he usually has Iron Treads volt switch into Iron Hands after stealth rocking - and Iron Hands is the optimal setup fodder. Spam coil, use protect occasionally to stay healthy, and then unleash your drain punch assault. Even at only +4, you ohko just about everything he can throw at you. When the boss' best answer is switching Mega Manectric in and out for intimidate, it's already over.
